What It Is

The Coalition for Water Data Streamlining is a statewide initiative supporting AB 1755, the Open and Transparent Data Act, to modernize water data collection and sharing with high-quality, clear, and accessible information for resilient water management.

Inconsistencies in definitions, processing methods, and quality assurance hinder timely interpretation and regional aggregation. By aligning definitions, timelines, and reporting structures, the Coalition ensures AB 1755 investments deliver maximum value while minimizing reporting burden.

Less Duplicative Reporting

Aligning definitions, timelines, and reporting structures to minimize burden on local agencies.

More Confidence in Data

Consistent quality assurance ensures reported data is reliable for regional aggregation and analysis.

Better Local & State Alignment

Coordinated reporting bridges the gap between local decisions and statewide planning.

Stronger Transparency & Trust

Open, accessible data builds public confidence in water management decisions.

Why It's Needed

Local agencies, consultants, and state partners are aligned in their desire for coordinated, durable solutions. The Coalition translates years of analysis into practical action.

Implement AB 1755's Vision

AB 1755 established California's vision for open, integrated, and accessible water data. The Coalition advances this by focusing on how data is collected and reported at the source.

Modernize Data Infrastructure

Water supply and use data is vital for understanding trends and future planning, yet often unavailable in the timeframes or formats needed for real-world management.

Momentum & Opportunity

New legislation, advancing data platforms, and growing expectations for transparency have created a moment when alignment, readiness, and opportunity converge.

Equity & Affordability

Addressing challenges like affordability, equity, and climate resilience starts with giving water managers modern, consistent data infrastructure.

Who's Involved & Our Roles

The Coalition is led collaboratively by four core partners, engaging local agencies, consultants, and other stakeholders to ensure solutions are locally grounded and statewide actionable.

Technical & Analytics Lead

California Data Collaborative

Provides technical expertise, data infrastructure, analytics, and implementation support.

Coordination & Outreach Lead

California Water Efficiency Partnership

Leads statewide coordination, outreach, and capacity-building to ensure practical, agency-informed solutions.

Policy & Research Partner

California Water Data Consortium

Provides policy analysis, research, and statewide context to support long-term system alignment.

Governance & Policy Partner

Association of California Water Agencies

Connects the effort to agency leadership, governance, and policy pathways.

What We're Doing

The Coalition builds on the California Water Data Consortium's 2022 California Urban Water Data Reporting findings. Its technical working group meets virtually every other week to strengthen cross-sector alignment while actively designing and testing practical solutions.

Data flow from sources through centralized hub to reports and dashboards

Current & Near-Term Outcomes

  • Shared data dictionaries and reporting rules
  • Pilot projects demonstrating streamlined reporting in practice
  • Technical assistance and capacity-building

Long-Term Vision

The Coalition's vision is to create a streamlined data system — a one-stop shop — that is agile, straightforward, and equitable, ensuring the data provided to the State answers legislative questions, strengthens both local and state capacity, and is accessible and transparent.

From Fragmented to Coordinated

Together, we can move from fragmented reporting to a coordinated water data system that works: for agencies, for the State, and for the communities we serve.

How Agencies Can Participate

  • Signing the Coalition support letter
  • Sharing reporting challenges, data needs, and past streamlining efforts
  • Participating in pilots, working groups, or feedback sessions
  • Engaging internal leadership, analysts, and legislative teams
  • Supporting the effort financially or through in-kind participation
